In 2001, the European Parliament published a report on an interception system known as ECHELON. The report did not rest on one rumor. It combined declassified records, testimony from people connected to intelligence work, technical research, and hearings. Its conclusion was that a global communications-interception system operated for a period through cooperation among the United States, the United Kingdom, Canada, Australia, and New Zealand. ECHELON may have been the name of the whole system or one part of it.
